Bracknell Forest Council have been announced as one of the finalists in this year’s e-Government National Awards. The highly sought-after awards recognise excellence across eleven categories, highlighting the UK’s top public sector innovators in the use of technology, enabling businesses and citizens to better communicate with councils, central government, NHS and other public sector organisations.
SmartCitizen have been selected to assist the London Borough of Barking & Dagenham as they implement their innovative Streetbase Connect Youth Card scheme.
The card, being launched by Barking and Dagenham Council and NHS Barking and Dagenham, will give users access to health, leisure, youth and library services across the area and will also be used to access school meals.
SmartConnect is the branding used to describe the outputs from the ODPM's National Smartcard Project.
The Smart Connect software range, based on industry standard technologies, enables local authorities to introduce a smart card scheme quickly and cost effectively and provides the building blocks on which to develop and implement larger and more complex smart card schemes.
The software issues smartcards which are encoded to agreed standards to ensure that cards are compatible on a national level. It can also be used to issue non-smart cards including plastic, barcode and magstripe cards.
Following the conclusion of the National Project funding, Bracknell Forest Council (BFC) became the custodian of Smart Connect and manage the licencing and development of the product.
In June 2008 Bracknell Forest Council simplified smartcard scheme implementation for local authorities by awarding SmartCitizen a contract for SmartConnect software support services.
Because Bracknell Forest has already followed a full EU procurement for the provision of SmartConnect support services, any other local authority can now contract directly with BFC without needing to complete a long and expensive tendering process. It can do this because, subject to an authority’s own financial and contract regulations, it will be able to demonstrate Best Value. Local authorities can therefore quickly establish a smartcard scheme which is comprehensive, reliable and offers value for money.

The SmartInput system allows you to integrate smartcards with existing legacy software such as library or leisure management systems. The software works in conjunction with a smartcard reader attached to your pc which emulates the behaviour of a barcode or magnetic stripe reader. When the smartcard is presented to the reader, Smart Input extracts the membership number from the smartcard and displays it on the existing back office management system input screen.
The optional smartcard usage logging feature captures card number and date/time each time a smartcard is presented to the reader to assist in the production of meaningful card usage reports.
The software supports contactless card types including Mifare 1k, Mifare 4k and processor cards including the JCOP30 and 31. When used in conjunction with the SmartConnect CMS it also supports application based action and hotlists.

The SNAPI Configurator system supports users with Special Needs by automatically configuring their computer based on settings stored on a smartcard. Developed in conjunction with the EN-1332-4 smartcard encoding standard defined by John Gill, Chief Scientist at the RNIB (Royal National Institute for the Blind), the software changes the PC display settings to suit the individual user.
By simply placing a smartcard onto a reader attached to the PC, settings such as font size, screen colour and speech output are automatically configured. When the smartcard is removed from the reader, the software returns the PC to its original state.
The automatic configuration of the PC according to the individual's needs and the restoring of it to its original condition make the tool particularly attractive to libraries who provide public access PCs and who at present have to ensure their staff are available to assist in setting up a public access PC for a special needs user.

The Print and Personalisation software provides an advanced yet easy to use interface to enable the printing and encoding of smart cards. Using a windows-based card printer, web services and an xml file containing both print layout information and cardholder details captured during the application process, this package provides a fully integrated approach to card production.
This software is fully compliant with the National Smart Card Project software and standards and can be integrated with both ITSO HOPS and ITSO POSTS for in-house production of ENCTS travel cards.
